Toward the Fall of Cirebon: Political Crisis and the Negotiation of Protection in Cirebon–VOC Diplomatic Correspondence, 1680

Abstrak

This article examines Cirebon’s incorporation into the hegemony of the Dutch East India Company (Vereenigde Oostindische Compagnie, VOC) in the period leading up to the Batavia–Cirebon Treaty of 7 January 1681. It takes as its primary sources the diplomatic correspondence exchanged between the rulers of Cirebon and the VOC in December 1680 to reconstruct the political dynamics preceding the treaty. The analysis focuses on correspondence involving Sultan Sepuh, Sultan Anom, and Prince Wangsakerta, as well as the responses of Governor-General Ryckloff van Goens and Director-General Cornelis Speelman. These letters reveal that the pressures confronting Cirebon stemmed not only from military threats and local insecurity but also from competing territorial claims, the intervention of regional powers, and tensions among Cirebon’s own rulers. The VOC capitalized on this situation by offering protection while formulating provisions concerning the hierarchy of government, revenue administration, relations among the princes, and obligations of alliance. This article argues that Cirebon’s transition into the VOC’s sphere of hegemony resulted not simply from military defeat or direct conquest, but from an asymmetrical negotiation in which the need for protection became intertwined with constraints on political autonomy. Diplomatic correspondence served both as an instrument and as evidence of this process, revealing the strategies pursued by Cirebon’s rulers, the VOC’s language of political legitimacy, and the transformation of political relations toward an order increasingly subject to Company control.
